  1. Mix the flour with 1 tsp salt, then work in the water to form a firm dough. Knead until smooth, cover, and rest for 30 minutes.
  2. Finely chop one onion and 2 garlic cloves. Mix with the ground beef, coriander, pepper, and 1/2 tsp salt.
  3. Soak the split peas for 20 minutes, then simmer them until just tender. Sauté the remaining onion in the oil, add the remaining garlic, tomato paste, peas, and a little water, and cook into a thick sauce. Season with the remaining salt.
  4. Roll the dough thin and cut it into about 8 cm squares. Place a spoonful of filling in the center of each, pinch the opposite corners together, then seal the side corners to form a small pouch.
  5. Arrange the dumplings in a steamer lined so they do not stick, and steam for 35 to 40 minutes until the dough is cooked through.
  6. Stir crushed garlic into the yogurt with a pinch of salt.
  7. Serve the mantu topped with the yogurt, the split-pea sauce, and a sprinkle of dried mint.
