  1. Cut the goat meat into chunks, cover with cold water in a pot, bring to a boil, and skim the foam.
  2. Simmer the meat gently for about 1 hour until nearly tender, then season the broth with salt.
  3. Dice the onion and tomatoes, mince the garlic, and cut the potatoes and carrots into chunks.
  4. Heat the oil in a pan, fry the onion until soft, then add garlic, cumin, coriander, and chili powder and cook briefly.
  5. Stir in the tomatoes and cook until they break down, then add this mixture to the meat pot.
  6. Add the potatoes and carrots and simmer until the vegetables and meat are fully tender, about 25 minutes.
  7. Chop the cilantro, stir most of it into the soup, and adjust the salt and heat.
  8. Serve hot in bowls, topped with the remaining cilantro and a squeeze of lemon.
