- All-purpose flour500 g
- Water200 ml
- Salt1 tsp
- Vegetable oil (for frying)200 ml
- Ground beef300 g
- Onion, finely chopped1 medium
- Garlic, minced2 cloves
- Ground black pepper½ tsp
- Ground cumin½ tsp
- Fresh cilantro, chopped (optional)2 tbsp

Préparation
- In a bowl combine flour and salt, then gradually add water and knead into a smooth dough; cover and rest for 15 minutes.
- Divide the rested dough into equal portions and roll each into a thin circle about 10 cm in diameter.
- In a separate bowl mix ground beef, chopped onion, minced garlic, black pepper, cumin, and cilantro to form the filling.
- Place a spoonful of filling in the centre of each dough circle, fold over to form a half‑moon, and press the edges firmly to seal.
- Heat vegetable oil in a deep pan over medium‑high heat; fry the pastries in batches until golden brown and cooked through, about 4‑5 minutes per side.
- Remove the fried Ishlekli onto paper towels to drain excess oil and serve hot.
