  1. Rinse the rice until the water runs clear, then soak it in cold water for 20 minutes and drain.
  2. Heat the oil in a heavy pot and fry the cumin, cardamom, cloves, and cinnamon until fragrant.
  3. Add sliced onions and cook until golden, then stir in minced garlic, grated ginger, and chopped tomatoes.
  4. Add the beef and pilau masala, season with salt, and brown the meat on all sides.
  5. Pour in the stock, bring to a simmer, cover, and cook until the beef is nearly tender, about 35 minutes.
  6. Stir in the drained rice, level it, and add a little hot water if the liquid does not just cover the rice.
  7. Cover tightly and cook on low heat for 18 to 20 minutes until the rice is tender and the liquid is absorbed.
  8. Rest off the heat for 10 minutes, then fluff gently and serve hot.
