  1. Cut the beef into thin strips and season with salt, pepper, and cumin.
  2. Peel and cut the potatoes into fries, then fry in hot oil until golden and crisp; drain and set aside.
  3. Slice the red onions into thick wedges and the tomatoes into wedges; mince the garlic.
  4. Heat a wok or large skillet over high heat with oil and sear the beef quickly until just browned; remove and set aside.
  5. In the same pan, stir-fry the onion and garlic briefly, then add the tomato, soy sauce, vinegar, and aji amarillo.
  6. Return the beef to the pan, toss with the fries and cilantro, and cook just until the fries are coated and the tomatoes soften slightly.
  7. Serve immediately, traditionally with white rice.
